As of January 1, 2025, new rules have come into effect in Croatia regarding the installation of air conditioning units on building facades, aimed at improving the visual identity of urban areas and protecting the aesthetic value of buildings.
According to the new regulation, it is not permitted to install outdoor air conditioning units on building facades facing public spaces. This includes all sides of buildings visible from the street or public areas, with particular emphasis on historic and cultural city centers and settlements of high aesthetic and cultural value.
Permitted Installation Alternatives
To enable effective air conditioning without compromising the exterior appearance of buildings, the regulation outlines several alternatives:
- Installation on interior courtyard sides — the outdoor unit can be mounted on sides of the building that are not visible from public areas.
- Rooftop positions — if possible, installing the air conditioner on the building's roof is preferred as it is virtually unnoticeable from ground level and does not affect the facade appearance.
- Installation in technical rooms — some buildings, especially new constructions, have technical rooms or specially designed recesses where the outdoor unit can be placed.
- Greenery and natural barriers — in cases where unit visibility cannot be avoided, the use of green barriers (such as climbing plants) is recommended to help reduce the visual impact of the device.
Penalties for Non-Compliance
The regulation provides for penalties for apartment owners, building managers, and companies involved in air conditioner installation that do not comply with the new rules. The amount of fines may vary depending on the size of the building and the degree of unit visibility on the facade, but may also include the obligation to remove improperly installed units.
